Ai-ya-yai. This is a tough one. Should a muslim woman be forced to show her face to get a picture drivers license? My solution was to take her picture, sans berka(sp?), and then give her a little black berka colorforms(tm) sticker to let her put over her picture. Then she can at least peel it off in front of female police.
